The install has two options, one is the network installer. While I agree they could have put that into the install scripts to assign the download.properties file, it seems it didn't make it to the final.

The user can still download the entire package offline, but the file allows the user to receive a smaller file, then start pulling data from the server and policies apply. So you do a 'network-install" of sorts
